Ok, we established that finishing 7th and ending up in OQT1 is really great. But what about the second avaliable place in OQT1? There doesn't seem to be any mention of a rule where this place will go to. Could the IHF just say: "hmmm...country X qualified for a tournament, we like them, and we will just put them in OQT1 as well" ?

IHF will decide on OQT hosts (there is no strict rule about hosting rights), based on marketing issues for sure.
